NFS:C - Roadrunner Tire Width Tweak

I've always found it weird how the Roadrunner had really dummy thicc rear wheels but super skinny front wheels.
Front wheels have had their width almost doubled and the rear ones had theirs slightly decreased, but still having the thiccest rear wheels in the game.

Added Readme because new site requirement
