less power nos for MW

anyway，now the nos is less power boost and start recharge time up to 5 sec.
but at the same time,recharge nos starting speed and full charging request speed down，also max filling time cut down 5sec. to 25sec.
what's more full nos using time double（basic:2.5s——5s，max:5s——10s）
so......just try this and give a feedback？
i think you need nfs-vlted 4.6 or better[if] to install due to the script was writted in this version

改了氮气数值，现在氮气虽然把恢复速度（只要动就能恢复，100公里每小时就能以最快速度恢复）和恢复所用时间【最快速度恢复所需从30秒减少去到25秒】减少，氮气含量也比之前翻了翻【初始2.5秒变5秒，满改5秒变成10秒】，但是氮气的作用效果大幅降低【初始降到0.34,满级降到0.66】，而开始恢复氮气的冷却时间也增加到5秒
