New crew encounter mode for Carbon

This mode make encounters better.
It extends the AI encounters by adding highway and santafe into .
All the crews will be used so it makes sense in CBR .

In santafe there is no encounter target , will be fixed in the next update.

Installation

Just press CTRL+I in vlted, and browse your nfsms file, than hit INSTALL
