Ford GT - Fix wheel size

Fixes the inaccurate wheel size. Uses real life measurements. This issue was fixed in Carbon and up. You could probably still use it for these games, but the difference will be very slight.

Installation:
* Import fordgt-wheelsizefix.nfsms with VltEd (https://nfs-tools.blogspot.com/2019/02/nfs-vlted-v46-released.html)
