Elite Interceptor Pack

Rockport PD has had it and have started rolling out their new Elite Units. They are much harder to take out than the normal cars and have no problem putting their own backup into the wall to get at fleeing racers.

-Spike strips are ineffective on Normal difficulty and higher due to how the cop damage works
-Finally figured out why the damage wasn't working, should be fine now
-!!THIS MOD DELETES AND OVERWRITES PURSUIT DATA AT RESET/UNINSTALL AND MAY BE INCOMPATIBLE WITH OTHER PURSUIT MODS!!

To install:
-Open Binary in User mode and import install.end
-Save files
-Open VltEd and import install.nfsms
-Choose your difficulty and click install
-Save files
-Add the text in add to _CopDestroyedStrings.txt to _CopDestroyedStrings.ini and number them (Don't forget to update the number of strings at the top)

-To remove the damage mechanics, import damageremover.nfsms with VltEd after installation

To change difficulty:
-Open VltEd and import reset.nfsms
-Pick your new difficulty and click install
-Save files

To uninstall:
-Open Binary and import uninstall.end
-Save Files
-Open VltEd and import uninstall.nfsms
-Save files
-Remove the new strings from _CopDestroyedStrings.ini (Don't forget to update the number of strings at the top)
-Go to the CARS folder and delete COPELITE, COPGTOELITE, COPSPORTELITE, and COPSUVELITE
