Officer Shaw And Eva Toress are EVERYWHERE

Just Like the title states, it makes the PCPD HSTF Elites Everywhere (except mercer). They will even show up at heat level 1 all the way to 5 and heat lvl 5 is where the magic starts to take place. They will be all over the place just to take you down. Toress has an enhanced killswitch and shaw has some of the hardest armor to pierce through and they both have the speed capabilities to keep up with a maxed car.

Hey, a bit late but could you make a mod to make them only join the pursuit when you reach Heat 5 ? Just like in MW with Cross. That would be awesome.
