Heavily Enhanced Cop Pursuits

About this mod:
Lots of cop enhancement mods out there, but still needed more. So I made this with random value changes which cause the cops to spawn at a higher rate at high heat and also very random placements of roadblocks and spikes which probably seemed to be more scripted in the vanilla (this might be placebo but i think this mod might have affected it). Also the fine goes up really fast so be careful.
