NFSMW Cop Car Healthbars

For fun... adds healthbars to police cars, showing you how close they are to being destroyed.
This is purely visual, it doesn't make them easier/harder to destroy than before. It simply shows the damage information the game uses already.

- Fix healthbars sometimes showing up in main menu
- Tweak pulse animation on destroyed cars

Make sure the mod is compatible with other mods that replace the game's GUI function call

Bro, plz make a HP bar mod for player and AI racers as well. The Arsenal mod got released recently, it's insanely fun being able to destroy and be destroyed in war, but I need to know when I'm about to die XD

Can you confirm if this mod is now compatible with LimitAdjuster please? I have it bundled in my mod Crossfire (thanks btw lol) and i'm worried some LA users might have issues with it
