NFSMW Cop Car Healthbars

For fun... adds healthbars to police cars, showing you how close they are to being destroyed.
This is purely visual, it doesn't make them easier/harder to destroy than before. It simply shows the damage information the game uses already.

- Fix healthbars sometimes showing up in main menu
- Tweak pulse animation on destroyed cars

Make sure the mod is compatible with other mods that replace the game's GUI function call

Could you assign the life bar to opponents who have damage nodes in VLT or OGVI?

There are a bug, which is that after a pursuit the life bar is shown in the menu, it is something minor, but people may be bothered by that
