Cooldown and Hiding Overhaul

This mod's purpose is letting the immersive cooldown and hiding sound elements to shine (certain cop speech, composed cooldown parts of the pursuit soundtrack)

INFO:
Heat 1 = 60 seconds cooldown time out, hiding zone time speed multiplier x1
Heat 2 = 90 seconds cooldown time out, hiding zone time speed multiplier x1.33 (60 seconds in real time and any heat level above will last 60 seconds real time in hiding zone)
Heat 3 = 120 seconds cooldown time out
Heat 4 = 150 seconds cooldown time out
Heat 5 = 180 seconds cooldown time out
Heat 6, 7, 8, 9 and 10 180 seconds cooldown time out
