Cam timing tuning fix

A mod that fixes cam timing tuning. (A feature that was effectively disabled by the 1.1 update)

Uninstall: At the top of NFSVltEd, click "Game" then "Restore Backups" then save it. That reverts everything to vanilla. (however if you had other mods installed you'll need to reinstall them)

1. Ensure you have VLT editor installed.
2. Open VLT editor.
3. import modscript
4. save
5. enjoy the mod!
