BURNOUT styled handling

makes the handling more like burnout (i specifically played burnout revenge as a reference)
all of the changes can be installed seperately if you want that for some reason

ITS NOT INCLUDED IN THE INSTALL ALL BUT I STILL STRONGLY RECOMMEND INSTALLING THE NOS CHANGES!!!!

- cars have almost twice the vanilla torque (not really needed but having faster cars is more burnout-like i think)
- way more grip on all wheels, rear ones have a little less but still more than vanilla
- brakes lock the wheels way more (for a pretty janky brake to drift sort of thing)
- steering is WAY more responsive
- flywheels are lighter
- OPTIONALLY when the nos change is installed nos is extremely powerful, its very fun though and its perfect with the other changes. as a bonus it makes it possible with a little practice to do some cool flips with your car which is a ton of fun

those are the main changes, not sure if this all works the best with the vanilla game itself but still could be a fun to mess around with
