No more Spikestrips

sets the spikestrip chance to 0 for all heat levels from 1 to 10
its kinda annoying sometimes, when theres a spike strip where no matter what you WILL drive into it and get busted
which isnt fun
so, delete em.

yep.

should be compatible with all pursuit mods since it only changes the value that determines the spike strip spawn chance
install like any other vlted mod, import and then save
