No cops in Freeroam

Pretty simple mod. It removes all cops from freeroam. You can drive around to your heart's content without being bothered by some donut-eating fat guy in a mid-life crisis. Install instructions are included in the download

Bit of an issue I found with this : Cops spawn in the highways still. This is what happens when you don't properly test a mod. Even though that's an overstatement since all I did was change a few numbers.
