No more spike strips (NFS 2015)

This mod removes the capability from the spike strips to burst your tires.
Additionally I have worked on expanding the charachters from the license plate, but due to a bug, the license plate looks like this "#[YOUR TEXT]**"
If many people download this mod, I will eventually remove this.
